Does Combu support PHP7.1 & Mysql5.7?
And what about Redis?

The minimum requirement is PHP 5.5 and MySql 5.0, anything better should work.
About PHP support it may happen that rarely they make obsolete some functions, but we usually make sure to use pretty standard functions and classes, and anyway we adapt it in case.
We're currently running Combu on PHP 7.0 without any issue and don't see any "obsolete" in 7.1 release notes, so yes it should work on your server configuration.
